I like the composition here, I like the subject, I like the geometry, I like the angle etc….
But something is missing: it is not really "moving" me.
Any thoughts?

Imposing figure. Quoting Michael Freeman from The Photographer's Eye:

The appeal of frames within frames is partly to
do with composition, but at a deeper level it relates
to perception. Frames like those shown here and
on the next few pages enhance the dimensionality
of a photograph by emphasizing that the viewer
is looking through from one plane to another.

You're right: there is powerful composition here.

The subject I'm left unsure of, though. It's not really clear -- and I think this is the problem. An image with a subject satisfies us, makes us feel familiar with it. Possibly the reason it's not "moving" is because the subject is not instantly recognizable. It requires searching.

(I'm assuming it's the cross and not simply the lines of the buildings. If so, the cross needs to have more contrast so that it does not disappear against the bright sky. Either this, or it should be bigger.)

I love the shapes here. The curves and the straight perpendicular forms are opposite, but everything points upward. It has a nice balance.
